Kiribati Outer Islands Transport Infrastructure Investment Project(KOITIIP)

The Government of Kiribati (GoK), with support from the World Bank and the Asian Development Bank (ADB), is implementing the Kiribati Outer Islands Transport Infrastructure Investment Project(KOITIIP – World Bank P165838). The Project aims to improve safe, sustainable, and climate-resilient transport connectivity for communities in selected outer islands of Kiribati.

The Project Development Objective (PDO) is to enhance the safety and resilience of transport infrastructure in the Gilbert Islands chain and, in the event of an eligible crisis or emergency, to provide immediate response support. Key activities include hydrographic surveys, aids to navigation, causeway rehabilitation and improvements, maritime access upgrades, and institutional strengthening.

KOITIIP focuses on four outer islands — Abaiang, Beru, Nonouti, and Tabiteuea South — and aligns closely with the Kiribati Vision 2020 and the Kiribati Development Plan 2016–2019 (KDP). By enhancing inter- and intra-island transport links, the project supports safer sea travel, improved access to social services, and greater economic opportunities, while also building local technical and professional capacity through training initiatives.

The project is financed through a combination of funding from the International Development Association (IDA) and the ADB, totaling USD 52 million (USD 40 million from IDA and USD 12 million from ADB).
