Objectives
- Ensure compliance with statutory financial regulations and international accounting standards.
- Promote efficiency in budget execution, cash management, and debt servicing.
- Support transparency through timely and accurate financial reporting.
- Facilitate accountability by enabling effective audit and oversight mechanisms.
- Advance modernization of financial systems to improve service delivery and operational integrity.
Responsibilities
- Revenue Management: Oversee revenue collection and deposit for all government revenue streams.
- Budgeting & Expenditure Control: providing data for budgeting and enforcing budget/expenditure control by ensuring line Ministries operate within their approved budget and that all expenses comply with public finance management act, financial regulation, procurement act and other relevant act/policies.
- Cash & Debt Management: Administer treasury operations, including cash flow, borrowing, and debt repayment.
- Financial Reporting: Produce the whole of government accounts (Annual account, Bank Reconciliation and Management Report) and ensure compliance with IPSAS and other international standards.
- Audit & Compliance Liaison: Coordinate with internal and external auditors to uphold accountability and transparency.
- Capacity Building: Strengthen institutional systems and staff competencies in financial management.
- Policy Support: Provide financial and economic analysis to guide Cabinet decisions and national development strategies.
